Low-lying and channel-adjacent — among the county’s most flood-prone areas during heavy rain.
Canyon-adjacent homes
San Diego’s canyons concentrate runoff fast. Homes at canyon bottoms and outlets can flood even in “low-risk” zones.
Coastal & lagoon areas
Imperial Beach, Mission Beach and lagoon-adjacent properties face king tides, surge and sea-level rise.
Zone X — most of the county
Officially low risk, but the 2024 floods hit Zone X neighborhoods hard. Low annual rainfall does not mean low intensity.

The risk here is about intensity, not annual totals. The January 2024 storms flooded many homes in low-risk zones. A single atmospheric-river event can flood a property in hours.
How much does flood insurance cost in San Diego?
Most low-risk (Zone X) homes run about $350–$600 per year, moderate-risk $500–$1,000, and coastal or river high-risk properties $1,000–$2,500 or more. Private policies are often competitive here.
